Symptom:
After a server crash, SCM should restart the server after a minute if no watchdog is enabled. This fails to occur.

Problem:
The service is set to “Take No Action” under the service properties. This only affects new installs, not upgrades.
Introduced in version 9.5.25.

Solution:
Update exacqVision Server to version 9.5.37 or higher.
