WES7 servers may indicate duplicate timezone selections in config, and cause searches to fail

Issue

Servers report all available timezone names, as well as the currently configured timezone name and bias, to Clients. In turn, the Client’s time/date/zone configuration panel will present all these available timezone names in the timezone dropdown, and users can use this to change the server’s configured timezone.

Additionally, the indicated bias is necessary for the Client to generate video search requests in correct format (i.e. GMT or UTC start and stop times). If bias is wrong, then video searches may erroneously fail.

WES7 servers may encounter an issue where the currently-configured timezone actually appears duplicated in the dropdown, but with incorrect bias of 0 instead of correct bias. In turn, video searches fail, and “invalid time/date/zone information” error messages may be visible in the Client when viewing the time/date/zone configuration panel.

This issue has always existed in evServer.
